new parser and other requirements

bulkrequests parser was completely refactored. The entrypoint was renamed from bulkrequest to bulkrequests First signal handlers were added. This section must be improved. bulrequests logging was integrated with dcacheclient logging to show more information with verbose option. print_qos and print_locality functions were modified to print less information.
